The relevant Secretary of State—I believe that it was the Home Secretary at the time—went to Washington and negotiated a treaty without any reference to this House, and then they put this House in the position whereby, if it had not acceded to the Government's wishes on how to implement that treaty in domestic law, this country would have been in violation of its international obligations to the United States.
