Is not it even more of a nonsense? The only element of the stage 2 that can be identified is the reneging on the previous promise. Apart from that, none of the list of subjects concerning the House of Lords that we will debate this afternoon is germane to the main issue of House of Lords reform at all. The only element of change is that stage 2 will now be the ditching of the solemn and binding promise that was made previously.
