Constitutional Reform and Governance Bill

I will give way in one second, but I want to make progress. The first point raised by the hon. Member for Cities of London and Westminster was not worthy of him. I have criticised the system by which a Liberal Democrat and a Labour peer were elected. We do not like the arrangements. I do not know whether any of those people were donors to any party, but I am sure they are all worthy. However, it would be far better—this is my last point before I listen to the debate—
