I accept what my hon. Friend says. That is why I am not going as far as to suggest 20 minutes, and why I am proposing a 15-minute compromise. Having read the transcript of the proceedings in the Opposed Bill Committee, I doubt whether the point made by my hon. Friend the Member for Westbury (Dr. Murrison) about its being very hard to provide some services within five minutes was taken on board at all.
