On that last point, whatever we think about the individual Bills, the Nottingham City Council Bill, with all this talk of""surplus… applied to purposes connected with the improvement of the amenity of the city or any part of the city""
seems to be being used to raise money for the council rather than to regulate pedlars. It seems to be a money-raising exercise.
