The right hon. Gentleman makes a compelling point. Indeed, I noticed some months ago that he was reported in one newspaper as saying that""if the act has never been brought into force, prosecutions under it are void. You cannot prosecute someone and convict them on the basis of legislation that has never been in force"."
That seems very compelling indeed. I confess that I have so far heard nothing from the Minister to assure me that the right hon. Gentleman, with his great experience as Chairman of the Select Committee on Home Affairs, is wrong.
