My Lords, I was not proposing that it should be removed from the Bill; it is perfectly obvious that it is a proper definition clause. However, the noble Baroness has given us some explanation of how she sees this developing. There are two different commissioners; they have different origins, as I said, and they have different roles. It may well be that there can be a process of rationalisation between the functions of the two. As she said, the number of people who have to be consulted and the consents that would need to be formed provide protection for both the public and the Members of another place. I am grateful to her for her explanation and, with that, I beg leave to withdraw the amendment. Amendment 15 withdrawn.
