The Government clearly believe that there is a difference and that the bar is set at a different level. That is precisely why the Government believe that this is an appropriate offence. In answer to the question from the noble and learned Baroness, Lady Butler-Sloss, about public perceptions, I point out again, as I did in my earlier statement, that the same situation applies to benefit claimants. Therefore, the public might see MPs in the same light as we impose on benefit claimants.
