I take the noble Lord’s point. It is the same point that my noble friend was making. That is one of the matters that we will consider with gratitude to the Committee for raising it. I was asked what would happen if the commissioner referred a finding and it was overturned by the Standards and Privileges Committee. The committee retains the discretion to do whatever it likes with a referral from the commissioner. I do not think that anyone who has been a Member of the other place would expect it to do anything else. That does not undermine the independence of IPSA, which will set the allowances, if the Bill goes through. There will still be an independent body investigating and the findings can be made public. The IPSA scheme will be open to freedom of information.
