The noble Lord, Lord Cope of Berkeley, referred to the funding paragraph in the schedule, paragraph 22, and criticised sub-paragraph (4), which states: ""If it is not satisfied, the Committee must make such modifications as it considers necessary to achieve consistency"."
He asked, "Consistent with what?" I read it as being the previous sub-paragraph, which states: ""The Committee must review the estimate and decide whether it is satisfied that the estimate is consistent with the efficient and cost-effective discharge by the IPSA of its functions"."
