My Lords, I do not want to comment on what the noble Baroness the Leader of the House said, but it is right to remind the House that the Justice Secretary, as recently as 29 June, said absolutely specifically that, ""it is envisaged that in due course the arrangements relating to the Independent Parliamentary Standards Authority should indeed apply to the other place; that is why we sought to create an authority that covers both Houses".—[Official Report, Commons, 29/6/09; col. 47.]"
The noble Baroness is shaking her head. I hope that at some stage she will firmly disown that statement.
