I accept entirely what my hon. Friend says on that point. Although there are real preoccupations for this House about how this House operates, we need to remember that the reason why we are introducing the provision for IPSA is that we—ourselves, collectively—failed to self-regulate. The idea that we put the issue back on the agenda by adopting this, I am afraid, really rather silly amendment is ridiculous.
