I do not take the view that they were wrong, but there is self-evidently a difference of emphasis on whether they are right, and we are trying to resolve that. I am conscious of the time. [Interruption.] It is the responsibility of the Government, but I can still be conscious of it. It may be helpful, however, if I explain that we judged clause 10 to be necessary to the independent operation of IPSA. For the time being, we want the amendments tabled by the right hon. Member for North-West Hampshire in the Bill, but I am ready to sit down with Members on both sides of the House and see whether we can secure a better answer.
