Parliamentary Standards Bill

Is not the position compounded by the fact that we effectively have no de minimis rule in relation to outside earnings? The advice that we have had in the Standards and Privileges Committee from the registrar is that if somebody makes a speech and gets a bunch of flowers, they should register it. If they do not, they are potentially in jeopardy. It is really right that somebody should face a criminal sanction for failing to declare a bunch of flowers?
