It is very simple: if the hon. Gentleman reads the report of the Select Committee on Justice, he will see that everything after clause 8(4) does nothing to add to the regulatory powers of the IPSA, but everything to undermine the independence of this House. By taking out one, the rest fall down like a domino, and that is why it should go.
