The Minister made a helpful reply. I accept the implied rebuke that my drafting is not perfect and that there is somebody somewhere else who thinks they can do a better job. It would be churlish to press the amendment against the undertaking given by the Minister, so I beg to ask leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 4 ordered to stand part of the Bill.
