My hon. Friend the Member for Foyle (Mark Durkan) has already put very well the point that I want to make. We should not pre-empt the Kelly review, we should tie the issue of pay to a single set of resolutions of the House, and we should not agree to what we see as temporary legislation in circumstances in which we can forge for the future.
