May I respectfully point out that even if Sir Christopher Kelly and his committee made recommendations about salaries, the Bill in its present form would not give IPSA the power to do anything about them? The amendment would provide an anchor, or foundation, for the salary issue, on which Sir Christopher Kelly's recommendations on allowances could fit, along with the recommendations of the Senior Salaries Review Body. If we needed to do anything abut salaries in the future, there would need to be an amendment to this primary legislation in any event, which could amend my hon. Friend's proposal and do something about salaries at the same time.
