I must correct the Justice Secretary. He just said that the Kelly inquiry is only conducting a review of the narrow issue of the content of the allowances, but on 23 March the Prime Minister wrote to Sir Christopher referring to""the opportunity to consider the full picture."" There is no constraint there. The Prime Minister explicitly asked the committee to consider everything. Therefore, it is entirely wrong that through this Bill we are pre-empting and constraining a committee that was set up to consider what the Prime Minister calls "the full picture".
