The IPSA as currently constituted will deal only with allowances. The authority will effectively make its own decisions and then, according to clause 3, it""must lay the scheme…before the House of Commons."" It cannot then be voted down. That is included not only as a protection for the public, but for the House. If the body were to have responsibility for pay at some point in the future—and there are some good arguments for that—the same would apply.
