We can debate these clauses in more detail in Committee. I have already said that in our judgment there is a strong requirement for these offences. The hon. and learned Member for Harborough (Mr. Garnier) is not correct in comparing the offence in clause 9(1) with the offence—fraud by false representation—in section 2 of the Fraud Act 2006. There is a further requirement in section 2, which covers dishonestly making a false representation, but there are plenty of examples in respect of other offences where exactly this wording has been used by this House for false declarations. We happen to believe that it is sensible for there to be a specific offence relating to a false declaration.
