Does my hon. Friend share my concerns that the Home Secretary did not address the recommendations made in pre-legislative scrutiny by the Joint Committee on Human Rights and the Home Affairs Committee on such issues as retrospective changes being brought in, and would not give way when I attempted to raise the issue, and also that the Bill does not deal with earlier recommendations from the Joint Committee in relation to what appears to be a deliberate policy of destitution for many people who, through no fault of their own, cannot return home?
