Does my hon. Friend agree that one of the problems is that an awful lot of money and effort has gone into the wrong things? We often do not have enough staff at Heathrow and the other main ports of entry to deal courteously and quickly with all the legitimate people coming in and to take the necessary steps to weed out the ones who should not be coming in. Is that not a question of misplaced resources and bad management?
