May I welcome the statement that my right hon. Friend has just made, but also ask her to develop her ideas on this very point? The Government are now committed not to grow the population through immigration, and if we are not going to do that, there needs to be a cap on the number of new citizens received in any one year. Will she clarify whether that is now also part of the Government's thinking?
