Borders, Citizenship and Immigration Bill [Lords]

I am listening to the Home Secretary's argument, but would she accept that the increasingly rules-based nature of how we handle immigration creates undesirable unintended consequences? One of my constituents, Miss Cunningham, who is seriously ill, has had her request for a carer from the Philippine islands turned down on technical grounds. Does the Home Secretary recognise that the more we depend on a rules-based system, the less latitude Ministers have to interpret the guidelines in a sympathetic way and that that can make the Government seem very heartless, as they have to Miss Cunningham?
