What the Home Secretary has said is helpful. However, if what she outlines is not also done with the co-operation of the entry clearance operation, the outcome will replicate the current situation, whereby there are hundreds of bogus colleges in this country and tens of thousands of bogus students who have been admitted because of the entry clearance position.
