My Lords, I wish to speak for half a minute before the Minister replies. As vice-chairman of the All-Party Group on Children and Young People in Care, I remind your Lordships that, according to the Office for National Statistics, two-thirds of children in public care smoke. For many years, I have talked to professionals who work with such children, and it is very clear that what all children benefit from but which children in public care particularly need is a consistent, unified voice from adults. It is not helpful to have prominent displays of brightly lit tobacco products in stores that children visit, often daily, when one is trying to tell them that tobacco is a poison and addictive and should never even be tried once.
