Dog Control Bill [HL]

My Lords, I thank all noble Lords who have taken part in this short debate. In one respect, I am quite glad that, although the issue is high on the public agenda, the Bill is not in response to a specific attack. Too much legislation is enacted in that way and, of course, the original Act was the result of a specific attack. But we should not be under any misapprehension: there have been a large number of dog attacks over the past few years. These have had different causes and therefore need to be covered by legislation dealing with such issues. Let me deal with some of the questions that have been raised.
