Does the Minister not understand, though, the logic of the argument? I commend the Government for what they are doing, for having commissioned the report and for carrying out extensive consultation. That is certainly to be welcomed. However, does he not understand the logic of the position that reviving the Bills would be premature, given that the Government are undertaking process that which should be welcomed by both sides of the House?
