Manchester City Council Bill [Lords] and Bournemouth Borough Council Bill [Lords]

While of course accepting that what has been said from the Chair is correct—and is, indeed, always correct—is it not the case that when deciding whether one should give consent to carry over a Bill, the question whether there is still a need for the provision must be relevant to making that decision?
