Borders, Citizenship and Immigration Bill [HL]

The Minister said in reply to me that he would be bringing forward guidance "in advance". Now he has just used a different phrase: "at the earliest possible opportunity". Will that be before Report? That has a huge bearing on how much we need to think about further amendments, and so on. My noble friend has aired the frustration on these Benches, which I am sure is shared by the Conservative Front Bench—the noble Baroness, Lady Hanham, is nodding. I gave the specific example of domestic violence. That is a very serious case. It would be very helpful if the Government, even if they do not have the final guidance, could give us a list of what would constitute exceptional cases, for example. I shall give the Minister a chance to elucidate a bit further.
