I apologise to the noble Lord, Lord Avebury, for jumping the gun. This is precisely what I was aiming at, and he has expressed it much more lucidly. It is important that he read out those powers one by one, and his reference to Lord Williams of Mostyn is very relevant because it speaks of the exercise of officials’ duties in addition to the actual powers involved.
