Combined authorities will be a combination of EPBs and integrated transport authorities. The noble Lord raises a good point, which I shall consider again.
The reason that the Bill includes prosperity boards rather than the noble Lord’s suggestion of economic regeneration boards is that EPBs may well be involved in regeneration, but they have to do other things as well. They are about increasing economic prosperity as a whole, so I am afraid that I cannot give the noble Lord as much comfort on that as I can on the combined authorities.
