Local Democracy, Economic Development and Construction Bill [HL]

I have totally followed everything the Minister has said and all the sweetness and light in terms of the argument, but it is marginally inconsistent with the principle with regard to district councils being hijacked into being part of a unitary authority. Even if the district councils were against it, they were compelled to become part of such an authority against their will by a process that seemed extraordinarily short on local democracy, in the context of the title of the Bill.
