The NHS is such a large organisation that some of the people working within it and the patients using it need reminding of what it does, so I see why the noble Earl, Lord Howe, wants the principles listed. I would like to see an additional principle, ““(k) the NHS will do its best to prevent infections””—something that worries many people who use the NHS. The problem when you have a list is that things get left out. Lists therefore need to be flexible. As the handbook is going to be reviewed every three years, principles could be changed or added.
