Operating in separate silos produces misunderstandings, causes division and is invariably bewildering and infuriating to parents to whose children services are delayed or denied as a result. May I at least put it to my hon. Friend that although there is no guarantee of success, if there is a formal structure, a performance framework through local area agreements, and a responsibility to submit to comprehensive area assessments from 2009, we will have a slightly better chance of getting somewhere than if there was an entirely loose and permissive structure with no formal responsibility?
