Could the hon. Gentleman wait for me to finish my point? There is an argument that we should have a more robust and independent qualifications authority—a regulatory body that has teeth. I am one of those who believes that we have to wait for such things to develop over time. I shall wait to see whether the person appointed to lead Ofqual on a permanent basis has the robust character that will make the organisation what it can and should be.
