I also thank the Minister for that reply. I understand that this measure is not taking away the duty; it is belt and braces. It is ““in addition to””. But if that is the case, I return to my earlier question: what will the local authority do that is not being done, and how will it do it better? What is the practical outcome of this duty? If there is no practical outcome and it will be merely a line on the local authority’s website, why are we placing this duty on it?
