My Lords, I thank the Minister for that, but I struggle to understand why it does not go in to the Bill. In many ways the more that is in guidance and not in the Bill, the worse it will be. Much was made earlier of the independence of the new commission; so for it to be required to look to guidance seems to go a little way to undermining that concept. I appreciate that the Minister has taken this seriously, and I shall not pursue it. I have made my point. I hope that no one ever has to consider it. I have said what I need to say.
