My Lords, I implied at the beginning of the debate that we were in a chicken-and-egg situation. If we had not had our earlier debates, we would not have had the amendments. If we had had the amendments earlier, we would not have had these discussions. I am very grateful to the noble Baroness for what she has said. She has gone a long way towards what we wanted. In this respect, the Bill is now in a satisfactory process. I pay tribute to her work. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
