Some noble Lords will remember a show called ““Oliver!”” in which Fagin says, "““You’ve got to pick-a-pocket or two””." As currently drafted, this smacks of a situation where the pick-pocket-in-chief can choose his own jury. I am grateful to the Minister for the assurance that that is not quite what the Government have in mind.
