Does the hon. Gentleman agree that substantial sums have been devoted to encouraging expatriate registration, but very few register? Of those few who register, only a tiny proportion even uses their vote. Why should someone who has been out of the country for 12, 15 or 20 years with no residual links to it still be entitled to vote? We should put that money into ensuring high levels of registration in the towns, cities, estates and villages of this country where under-registration is a problem.
