My Lords, more than I do myself, but I thank the noble Baroness. However, although I am flattered that my joke has been used to frame the amendment, I am afraid that I still think she is making rather a meal of this and that the amendment is unnecessarily restrictive because it takes away the flexibility necessary to establish a major undertaking of vital national importance. If I can somehow throw in the word ““stakeholders””, I could be made a Minister. That is what I think and I do not support the amendment.
