I believe that the right hon. Member for Suffolk, Coastal (Mr. Gummer) raised the question about the legitimacy, particularly the political legitimacy, of the process with the general population and the people who may be subject to these orders. Surely the safeguard is that people affected would have some sort of verification that someone in the process, such as the DPP in whom the Minister invests a lot of confidence, is involved. Is that not only politically useful, but useful in respect of the utility of the process?
