The trouble is, Madam Deputy Speaker, that that pretty well brings things to a halt because there is almost nothing in it. There is so little in the Bill, which is why it is a great missed opportunity. Many people are asking why there are no energy efficiency measures in it, why it does not marry up with the commercial opportunities that are supposed to exist—
