Counter-Terrorism Bill

Proceeding contribution from George Howarth (Labour) in the House of Commons on Tuesday, 1 April 2008. It occurred during Debate on bills on Counter-Terrorism Bill.
I am grateful to my right hon. Friend, who is being generous in giving way. A good comparison is that of wearing a hard hat on a building society—[Interruption.] Not the Northern Rock. On a building site, someone may hope that a brick will never fall on their head, but it is as well to be prepared for the possibility that that might happen.
