My Lords, I thank noble Lords for their comments and the Minister for his reply. This issue above all issues cannot be geographically ring-fenced. I would be more reassured if the Committee on Climate Change had among its members people who were experts in this specific area. Whatever the UK brings forward will indeed have an impact on developing countries. We are likely to return to this issue later in the Bill, but in the mean time, I beg leave to withdraw the amendment.
