With respect to the noble Lord, Lord Tordoff, he is what one might call off side. Second Reading speeches are not being made; questions are being asked of the Government at Committee stage, as is quite right, and the Government are expected to answer. A matter of considerable concern is bound to take some time and, on this occasion, the noble Lord ought to have a little bit of patience.
