That is a debate that would be more accurately held under clause 11 when we come to those specific powers. I am happy to deal with the issues then. I expect that I would be called to order if I extended the debate to clause 11. With those clarifications of the Government's position, I hope the hon. Member for Runnymede and Weybridge (Mr. Hammond) will withdraw his amendment.
