That is not my understanding. The amendments address the specific point that my predecessor made in Committee: if you want to extend the Bill to mutual insurers, there is a corresponding issue of ensuring that the provision is not challenged under EU law, which I think is right and proper. I am simply telling the hon. Gentleman of what I have been technically advised.
